Defines "caffeinated malt beverage" as any alcoholic beverage (at least 0.5% alcohol by volume) containing added caffeine or stimulants such as guarana, ginseng, or taurine, or produced using non-traditional brewing methods with added alcohol flavoring and stimulants.

Prohibits the importation, production, manufacturing, distribution, and sale of caffeinated malt beverages at any retail outlet in Missouri.

Assigns the Division of Alcohol and Tobacco Control authority to administer and enforce the prohibition through rulemaking and regulation.

Establishes violations as infractions subject to administrative civil penalties assessed by the Division, with appeal rights for licensees and persons penalized.

Allows local cities and counties to enact more restrictive regulations on caffeinated alcoholic beverages but prohibits them from permitting sales of beverages banned under this section.
