Repeals existing weapons statutes and creates new sections governing prohibited weapons, unlawful use of weapons, and concealed carry endorsements.

Allows persons age 18 and older who are active duty military, honorably discharged veterans, military academy members, or ROTC members to obtain concealed carry endorsements and transport firearms, in addition to the existing 21-year-old requirement.

Creates a new petition process for individuals with prior mental health commitments or incapacity adjudications to petition courts for removal of federal firearms disqualifications under 18 U.S.C. Section 922(d)(4) or (g)(4), with courts determining eligibility by clear and convincing evidence.

Permits licensed concealed carry endorsement holders to briefly openly display a concealed firearm unless displayed in an angry or threatening manner unrelated to self-defense.

Establishes enhanced penalties for discharging firearms from motor vehicles, including mandatory maximum sentences for first offenders and 10-year minimum sentences without parole for prior offenders.
