Establishes contribution limits of $2,000 for statewide offices (governor, lieutenant governor, secretary of state, state treasurer, state auditor, attorney general), $1,000 for state senators, and $500 for state representatives.

Sets contribution limits for other offices including judicial positions based on electoral district population: $500 for districts under 100,000 people, $1,000 for districts with 100,000-249,999 people, and $2,000 for districts with 250,000 or more people.

Requires contribution limits to increase annually on even-numbered years beginning January 1, 2013, by multiplying the base amounts by the cumulative consumer price index and rounding to the nearest $25.

Attributes contributions from persons under 14 years old to their parents or guardians, split equally between two custodial parents or fully attributed to a single custodial parent.

Imposes penalties of $1,000 plus an amount equal to each nonallowable contribution for committees that accept prohibited contributions, with candidates having 10 business days to return violating contributions.
