Establishes the "Hand-up Program" pilot program in at least one rural county and one urban child care center to allow willing recipients of state-funded child care subsidies to continue benefits while earning above the income threshold by paying a 44% premium on income above the maximum allowable amount.

Creates the "Hand-Up Program Premium Fund" to collect and manage premiums paid by participants, with funds used to cover program administration and shared with the federal government and state general revenue fund as required by federal law.

Requires the children's division to conduct preliminary evaluations within three days when a child dies or suffers serious injury following a child abuse or neglect report, and prohibits investigators from calling ahead or leaving documentation at homes when they have reasonable basis to believe doing so would compromise child safety.

Requires child care facilities to disclose their licensure status to parents and prohibits unlicensed facilities from falsely representing themselves as licensed; increases penalties for violations to include daily fines up to $10,000 for subsequent offenses.

Enacts "Sam Pratt's Law" to allow courts to prohibit defendants accused of child abuse, neglect, or death from providing child care services for compensation pending trial disposition.
