Amends Chapter 210, RSMo to allow public governmental bodies to close meetings, records, and votes relating to personal information obtained during foster home licensing, except where disclosure is otherwise required by law.

Requires the Division of Child Care Regulation to make available a public report for each licensed foster home containing: names of all persons 18 years or older licensed to operate the home, background investigation descriptions, documents submitted and approved, and meetings/classes attended.

Mandates the report include descriptions of all concerns raised during licensing and how they were resolved, along with the person's ability to meet minimum competency requirements for foster parents.

Requires listing of all references provided by applicants, including the reference's name, contact method and timing, and a brief description of their opinion.

Prohibits the report from containing residential addresses or personal information that could be used to threaten, harm, harass, or embarrass any person.
