Reduces the prima facie evidence threshold for possession of methamphetamine precursor drugs from 24 grams to 15 grams, with possession of this amount constituting a Class D felony.

Lowers the 30-day purchase limit for ephedrine, phenylpropanolamine, or pseudoephedrine products from 9 grams to 7.5 grams per individual.

Establishes a new 12-month annual purchase limit of 60 grams for these same precursor drug products that pharmacists cannot exceed.

Adds a requirement that individuals convicted of any felony drug crime must obtain a prescription to purchase products containing ephedrine, phenylpropanolamine, or pseudoephedrine.

Grants pharmacies and pharmacists discretion to refuse sales of methamphetamine precursor drugs in good faith without criminal or civil liability.
