Repeals and replaces sections 393.1000 and 393.1003 of Missouri Revised Statutes relating to infrastructure replacement surcharges (ISRS) for water corporations.

Adds energy efficiency projects as a new category of eligible infrastructure system replacements, defined as measures that reduce energy required to achieve a given end result.

Expands ISRS eligibility to water corporations generally (effective August 28, 2012), removing the previous limitation to counties with a charter form of government and more than one million inhabitants.

Reduces the minimum ISRS threshold to ten thousand dollars for small water corporations as defined in section 393.146, while maintaining the one million dollar minimum for other water corporations.

Maintains existing requirements that ISRS cannot exceed ten percent of the water corporation's base revenue level and cannot be collected for more than three years without a new general rate proceeding.
