Prohibits drivers operating motor vehicles for compensation while transporting passengers from using hand-held electronic wireless communications devices to send, read, or write text/electronic messages or make/take telephone calls.

Exempts authorized emergency vehicles and allows hand-held device use to report illegal activity, summon emergency help, prevent injury, or relay dispatch information through permanently affixed devices.

Permits hands-free electronic wireless communications devices and voice-operated technology for making or taking part in telephone calls.

Classifies violations as infractions and moving violations subject to point assessment under Missouri law; allows cities and counties to adopt equivalent but not more restrictive ordinances.

Excludes parked or stopped vehicles, law enforcement/fire/ambulance personnel performing official duties, GPS/digital dispatch systems, amateur radio use, and voice-operated or hands-free devices from the prohibition.
