Enacts the "Missouri Energy Efficiency Investment Act" establishing policy that demand-side investments (energy efficiency, demand response, load management) be valued equally to traditional supply and delivery infrastructure investments.

Requires the Public Service Commission to approve utility demand-side programs that achieve cost-effective savings and provide timely cost recovery, earnings opportunities, and rate design modifications to encourage such investments.

Exempts large customers (5,000+ kilowatts demand, interstate pipeline stations, or 2,500+ kilowatts with their own efficiency programs) from funding demand-side program costs if they elect not to participate.

Prohibits customers who received state tax credits under sections 135.350-135.362 or 253.545-253.561 from participating in monetary incentive demand-side programs, except low-income programs remain open to all eligible participants.

Requires electric corporations to submit annual reports on demand-side programs and establish separate line items on customer bills for demand-side charges, with public disclosure of program participants receiving monetary incentives.
