Grants a five-point bidding preference bonus for products and services manufactured, produced, or assembled by qualified veteran-owned businesses headquartered in Missouri in state procurement.

Defines "veteran-owned business" as a business where at least 51% is owned by one or more veterans with verifiable U.S. military service and management and daily operations are controlled by veterans.

Applies the preference to purchases made by the state, its governmental agencies, and political subdivisions through the commissioner of administration.

Directs the commissioner of administration to promulgate rules and regulations regarding specifications, quality standards, delivery time, performance, and other relevant procurement matters.

Establishes that any rules created under this authority are subject to chapter 536 rulemaking procedures and are nonseverable from those constitutional requirements.
