Establishes "Nathan's Law" (section 210.209) regarding amendments to child-care facility licensing and regulation.

Changes the definition of exempt family child care to include related children who live in the home and attend school full-time, rather than excluding them from the count of children being cared for.

Requires all child-care facilities exempt from licensure to disclose their exempt status to parents or guardians of children in their care.

Increases penalties for violating child-care licensing laws from an infraction with up to $200 fine to a Class A misdemeanor with daily fines of $200 per day not to exceed $10,000 for subsequent offenses.

Grants the Department of Health and Senior Services authority to immediately close illegally operating unlicensed child-care facilities and authorizes county prosecuting attorneys to seek permanent court orders preventing their operation.
