Establishes state preemption over local ordinances that prohibit, restrict, or interfere with alternatives-to-abortion agencies' assembly, religious practices, or speech, including counseling, referrals, advertising, and client communications

Defines "alternatives-to-abortion agency" to include maternity homes, pregnancy resource centers, and entities with the primary purpose of providing services to pregnant women to assist in carrying pregnancies to term instead of abortion

Preserves local authority to enforce zoning, land use, building codes, and fire codes provided such regulations treat alternatives-to-abortion agencies the same as similarly situated agencies and are not used to circumvent the bill's intent

Authorizes courts to award injunctive relief, damages, reasonable attorney's fees, costs, and expenses in actions to enforce the bill's provisions
