Establishes lateral sewer service line repair fees (up to $4/month) for residential properties with voter approval, with collected funds restricted to repair and replacement costs and administration (capped at 5% annually).

Restricts municipalities from banning commercial vehicles from all streets, requiring at least one street with two-way traffic to remain available for commercial vehicle access to state highways.

Prohibits civil nuisance claims based on legal vehicle use on public streets or highways, while preserving liability for physical injury to persons.
