Prohibits state employees in decision-making positions on state contracts from taking employment with the contracting business, company, or entity for at least two years from the contract initiation date.

Requires the state board of education to consider and adopt work from other states, national experts, professional associations, and consortia when establishing academic standards and statewide assessment systems.

Mandates the state board contract with national experts approved by the education commission to provide regular reports on the validity and reliability of the statewide assessment system, with the general assembly able to veto implementation within 60 legislative days.

Requires the commissioner of education to establish procedures for the state board to regularly receive advice from professional educators, school boards, parents, business representatives, labor leaders, and community leaders regarding implementation of academic standards and assessments.

Directs the state board to conduct statistical analysis of grades three through eight statewide assessment results annually to detect unexpected patterns or potential test tampering, and report findings publicly to affected districts.
