Repeals and replaces section 168.128 and creates new section 168.310 relating to teacher evaluation systems in Missouri school districts and charter schools.

Requires each school district and charter school to establish a high-quality evaluation system developed collaboratively with instructors and teachers that evaluates teacher quality, performance, and effectiveness using multiple valid and reliable measures.

Mandates annual formative performance reviews for teachers focused on instructional improvement and annual summative evaluations for probationary teachers, with summative evaluations for all other teachers at least once every three years.

Prohibits districts from disclosing individual teacher and administrator evaluation information to any state or federal agency.

Requires districts and charter schools to develop professional improvement plan guidelines by June 30, 2013, with specific criteria including student achievement progress, curriculum delivery, learning environment, and collaborative practices.
