Adds section 105.930 to Missouri law requiring that state employee performance reviews, if conducted, be performed by the employer or supervisor

Defines "state employee" as any person employed by the state earning a salary or wage in a position requiring actual performance of duties on behalf of the state

Defines "supervisor" as any individual with authority to suspend, lay off, promote, reward, or discipline other employees, or who serves as executive staff for a facility, division, or department
