Allows counties to amend annual budgets during a fiscal year when receiving additional funds (federal/state grants, private donations) that could not be estimated at budget adoption.

Permits counties to decrease annual budgets twice per fiscal year if experiencing a verifiable decline in funds of two percent or higher that was not anticipated at adoption.

Requires counties to follow standard budget adoption procedures for amendments, except notice period is extended to thirty days and must include a published summary of proposed reductions and explanation of shortfall.

Prohibits budget reductions from unduly affecting any one officeholder and requires negotiations with all independently elected officeholders before any reduction affecting them can occur.

Exempts dedicated funds from budget reductions, allows county commissioners to reduce departmental budgets under their direct supervision without restrictions, and permits charter counties to amend budgets per their charter provisions.

Expires July 1, 2015.
