Repeals and reenacts section 304.200 of Missouri law regarding special permits for oversized vehicles and equipment on state highways.

Allows the state Department of Transportation chief engineer to issue special permits for vehicles exceeding width, length, height, and weight limitations, valid for a single trip or definite period.

Permits movement of farm products between sunset and sunrise without charge, and allows permits for concrete pump trucks and well-drilling equipment.

Prohibits transportation of manufactured homes on state roads and highways unless the owner has paid all property taxes for the current taxable year and all prior years.

Requires owners to obtain a receipt from the county collector or collector-treasurer documenting full payment of property taxes before transporting a manufactured home.
