Requires state departments and divisions receiving federal grants of $1 million or more to document and publicly post on the Missouri Accountability Portal the amount received, disbursing agency, purpose, and any inter-agency transfers with amounts and purposes.

Mandates departments receiving transferred federal funds report back to the original recipient department on how the funds were used and any statistical impact, with all information updated within 30 days of receipt or transfer.

Requires all state departments and divisions to annually determine whether received federal funds can be used for alternatives to abortion services programs and alternatives to abortion public awareness programs, with results submitted to appropriations committees and posted on the accountability portal.

Requires the Governor to submit daily reports of all amounts withheld from the state operating budget, posted conspicuously and searchable on the accountability portal by individual fund and total amount.

Designates this act as emergency legislation effective immediately upon passage and approval.
