Reduces the waiting period before birth parents can execute written consent for adoption from 48 hours to 24 hours after the child's birth.

Allows consent to be executed in front of a judge (in addition to notarization), with the judge required to advise the consenting parent of the consequences of consent.

Establishes that consent becomes final when executed, unless the consenting party proves by clear and convincing evidence prior to final adoption decree that the consent was not freely and voluntarily given.

Requires guardians ad litem to ascertain wishes and feelings of children under 14 years old regarding adoption through interviews when appropriate based on age and maturity.

Reduces the minimum age for waiving consent to future adoption from two days to 24 hours old, and allows such waiver to be executed before or after adoption proceedings begin.
