Organizations, institutions, or facilities that perform, assist in, or encourage abortions not necessary to save the mother's life must file annual accounting reports by February 1st each year beginning February 1, 2014, detailing all moneys received under Title X of the federal Public Health Service Act.

Reports must identify each grant received, provide detailed descriptions of grant purposes and services provided, account for exact amounts received and disbursed, and identify recipients and purposes of each disbursement while protecting the identity and privacy of individuals served.

Reports are filed with the director of the Department of Health and Senior Services, who may provide forms and promulgate rules to implement and enforce the reporting requirements.

County taxpayers may petition the court to compel compliance with reporting requirements and may be awarded reasonable attorney's fees and court costs if successful.
