Creates new method for calculating state aid distribution to school districts when appropriations fall below full funding of the entitlement calculation under section 163.031.

Department of Elementary and Secondary Education divides each district's previous year state aid payment by its previous year weighted average daily attendance, then multiplies by current year weighted average daily attendance.

When appropriations fall short of total entitlement calculation, the department reduces funding for all districts proportionally by the same percentage.

When appropriations exceed the total entitlement calculation, the department increases funding for all districts proportionally by the same percentage.

Sunset provision terminates the section effective June 30, 2015, with emergency clause making the act effective July 1, 2012.
