Repeals and reenacts section 171.031, RSMo, relating to school calendar requirements.

Provides school boards two options for minimum instructional time: either 174 days (five-day week) or 142 days (four-day week) plus 1,044 hours of attendance, or alternatively 1,073 hours of actual pupil attendance with no minimum day requirement.

Requires school districts to set opening dates no earlier than ten calendar days prior to the first Monday in September, unless the local school board holds a public meeting and votes to approve an earlier start date.

Establishes penalty of withholding one quarter of state funding under section 163.031 for each day a district violates the opening date requirements.

Exempts year-round schools and allows the state board of education to grant exemptions for highly unusual circumstances on a one-year basis.
