Reduces the time required for a teacher to attain permanent status from five successive years to at least three successive years, with permanent status requiring explicit board designation rather than automatic grant.

Establishes a seven-year probationary period maximum; teachers with five or more years of service without permanent status must receive written notice of performance deficiencies and enter a performance improvement plan by April 15th.

Modifies probationary teacher termination procedures to specify that only teachers with less than five successive years of service can be immediately terminated for unsatisfactory work; teachers with five or more years receive enhanced notice and improvement plan requirements.

Allows school boards to waive up to two years of the probationary period for teachers with two or more years of experience in other school systems.

Requires school districts to align teacher evaluation standards with those adopted by the state board of education.
