Repeals and reenacts section 488.426, RSMo, to modify rules governing surcharges on civil court cases filed in circuit courts.

Allows circuit court judges en banc in any circuit to require parties filing civil cases to deposit a surcharge in addition to other required fees, except when costs are waived or paid by the county, state, or city.

Permits most circuit courts to set surcharges up to $15, while Jackson County and circuits that reimburse the state for family court commissioner salaries may set surcharges up to $20.

Authorizes counties of the first classification with between 93,800 and 93,900 inhabitants to impose an additional $10 fee on civil cases, excluding adoption and small claims cases, with this provision expiring December 31, 2014.

Surcharges in effect on August 28, 2001, remain in effect until changed by the circuit court.
