Creates a $4 user fee per recorded instrument, with $2 retained by the recorder for record storage and preservation, and $1 each directed to the Missouri Land Survey Fund and Secretary of State for local records preservation.

Establishes the "Missouri Land Survey Fund" to support land survey activities, with up to 10% of collected fees available for state and department administrative costs, and investment income retained in the fund.

Converts the Land Survey Advisory Committee to the Land Survey Commission with 7 members (increased from 5), including 4 registered land surveyors, 1 real estate/title industry representative, and 2 public members, with term limits of 3 consecutive terms.

Expands the Land Survey Commission's role to recommend appointment of the state land surveyor and provide recommendations on program planning, prioritization, and regulation design.

Extends the expiration date of safe drinking water customer service connection fees from September 1, 2012, to September 1, 2017.
