Renames sections 197.300-197.366 as the "Missouri Long-term Care Certificate of Need Law" and limits application to long-term care facilities and services only.

Redefines "long-term care facility" to include facilities licensed under chapter 198, long-term care beds in hospitals, and long-term care hospitals meeting federal requirements in 42 CFR Section 412.23(e).

Removes references to general "health care facilities" and "health services" throughout the statute, replacing them with "long-term care facility" and "long-term care service."

Updates terminology from "health care" to "long-term care" in definitions, application procedures, committee review processes, and licensing requirements.

Makes technical corrections including changing "chairman" to "chair," "mentally retarded" to "intellectually disabled," and updating effective dates and references.
