Allows offenders sentenced to 5 or more years who become physically or mentally disabled, infirm, incompetent, or incapacitated to be released on parole and placed in medical or mental care facilities if eligible for federal medical, psychological, or financial benefits.

Board of probation and parole must determine the offender is incapable of inflicting violence and does not pose a danger to others' health, welfare, or safety before releasing them.

Board shall consider length of time served, prison record, rehabilitation efforts, history of abuse, offender's role in the crime, plea bargain history, sentence severity, offender's age and maturity at time of crime, and adequacy of parole plan when making release decisions.
