Replaces previous subsections (1-4) with streamlined offenses: reckless injury or killing of a service animal by a dog owner becomes a Class A misdemeanor, and intentional injury or killing becomes a Class D felony.

Reckless interference with a service animal's use by obstructing, intimidating, or jeopardizing safety is a Class B misdemeanor; second or subsequent violations are Class A misdemeanors.

Eliminates previous civil lawsuit provisions allowing separate recovery based on replacement value and temporary services; consolidates into criminal restitution requirements including animal value, replacement/training costs, veterinary expenses, medical expenses for the user, and lost wages.

Exempts the law from applying when a person with a disability or service dog owner commits criminal or civil trespass, and when a service dog is destroyed for humane purposes.

Preserves the right to pursue other legal remedies available under law.
