Repeals and reenacts section 306.130, RSMo, relating to the Missouri state highway patrol's water patrol division authority over watercraft events.

Authorizes the water patrol division to permit regattas, motorboat races, watercraft races, marine parades, tournaments, parasail operations, and exhibitions on state waters if determined safe and non-disruptive to navigation.

Requires applicants to file permit applications at least 15 days before holding any authorized watercraft event and prohibits conducting events without written authorization from the water patrol division.

Makes it unlawful for permit holders to knowingly violate any term of their permit issued by the Missouri state water patrol division.

Exempts events from state permit requirements if a permit has already been obtained from an authorized federal agency, but does not exempt persons from compliance with applicable federal law.
