Repeals and replaces sections 43.260 and 43.265 of Missouri law relating to state highway patrol surplus property sales and funds.

Authorizes the Missouri State Highway Patrol to sell surplus motor vehicles, watercraft, watercraft motors, and trailers, with preference given to sales to municipal, county, political subdivisions, or state governmental agencies.

Requires written approval from the commissioner of administration and a formal evaluation before any surplus asset can be sold, with the highway patrol required to accept no less than the price determined by the commissioner.

Creates a "Highway Patrol's Motor Vehicle, Aircraft, and Watercraft Revolving Fund" to receive and hold all funds from vehicle and watercraft sales, cost reimbursements, damage restitution, and aircraft-related revenue.

Permits the highway patrol superintendent to use fund balances for purchasing motor vehicles, watercraft, aircraft, aircraft parts, and operational costs, with unexpended balances exempt from being transferred to the general revenue fund.
