• Repeals sections 167.640 and 167.645 and replaces them with section 167.650, establishing comprehensive student progression standards based on performance levels and statewide assessments.

• Requires mandatory retention of students who do not score at proficient or higher on the third-grade reading statewide assessment, unless exempt for good cause such as limited English proficiency, disabilities, portfolio evidence of grade-level reading, or previous retention.

• Mandates a minimum of 90 minutes of daily scientifically research-based reading instruction for retained students, with intensive interventions including small group instruction, tutoring, mentoring, and summer reading camps.

• Establishes a Reading Enhancement and Acceleration Development (READ) Initiative for K-3 students at risk of retention and an intensive acceleration class for repeatedly retained third-graders, designed to accelerate reading achievement within one school year.

• Requires school districts to annually report to parents on student reading progress and to the state board on retention statistics, good cause exemptions, and reading intervention policies.
