Adds a new crime (subdivision 11) making it unlawful to commit any felony offense while in possession of an otherwise lawfully concealed firearm, regardless of whether the firearm was used in the commission of the felony.

Establishes that violation of this new subdivision is a class D felony, with mandatory maximum sentences for repeat offenders and those causing injury or death.

Creates a new section 571.106 requiring automatic suspension of a concealed carry endorsement upon filing of an indictment or information charging the holder with the new felony offense, and permanent revocation upon conviction.

Requires the holder to immediately surrender their driver's license or nondriver's license with the suspended endorsement and receive a receipt that serves as a temporary license.

Modifies existing concealed carry requirements to bar anyone who has had their endorsement permanently revoked under section 571.106 from obtaining a new endorsement.
