Repeals and replaces section 250.140, RSMo, governing sewerage and water services liability between occupants and property owners.

Limits owner liability for delinquent water and sewer services to 90 days of charges, with water/sewer districts required to notify owners of occupant delinquency after 30 days.

Applies only to residences with private water and sewer lines; owners of properties with shared utility lines remain fully liable for all water and sewer expenses.

Provides immunity from civil or criminal damages for water providers or premises owners who terminate service due to nonpayment, and specifies such termination does not constitute constructive eviction.

Excludes from these provisions any unapplied-for utility services where property owners directly apply for and are billed for services.
