Expands the definition of "family or household member" in domestic assault statutes to include adults in a continuing social relationship of a romantic or intimate nature with the victim.

Requires the Highway Patrol to compile an annual report of homicides and suicides related to domestic violence, due to the governor and legislative leaders by February 1st each year.

Mandates a minimum of 6 months imprisonment for prior domestic violence offenders (one prior conviction within 5 years) and persistent domestic violence offenders (two or more convictions within 10 years), with no suspension of sentence or fines in lieu of imprisonment.

Authorizes law enforcement to remove firearms observed at domestic assault scenes and requires safe storage, with owners able to reclaim the firearm within 14 days of case conclusion unless ordered surrendered by the court.

Makes it a Class D felony for individuals subject to domestic restraining orders or convicted of domestic assault misdemeanors to possess firearms.
