Establishes "advance ballots" as a new category of voting, allowing registered voters to cast ballots in person at central voting locations and satellite sites beginning the third Wednesday before an election through the Wednesday before election day.

Requires all election authorities to operate a central advance voting location until close of business on Wednesday before the election, with satellite sites mandated for federal elections based on voter population (one satellite per 50,000 registered voters, maximum of six satellites per jurisdiction).

Specifies advance voting hours as regular business hours between 7:00 a.m. and 7:00 p.m., including Saturday mornings until 12:00 p.m., with procedures for casting and counting advance ballots following standard absentee ballot procedures.

Prohibits voters who cast an advance ballot from voting again on election day; voters attempting to vote twice commit a class one election offense and must be reported by election authorities.

Makes costs for implementing advance voting reimbursable from the state's general revenue, effective January 1, 2013, and adds penalties for unauthorized disclosure of advance ballot voter information (class four election offense).
