Repeals and replaces existing vacancy-filling procedures for statewide offices including lieutenant governor, attorney general, secretary of state, state auditor, and state treasurer.

Governor shall appoint an acting official to fill any vacancy in these five offices for the remainder of the term until a successor is elected and qualified.

A special election shall be called to fill vacancies if a general election is scheduled before the term expires; if no general election is scheduled, the acting official serves the full remainder of the term.

Appointed acting officials are ineligible to be candidates for that same office at the immediately following election but may run after one intervening election has been held.

Act is submitted to voters for approval or rejection at the general election on November 6, 2012, and becomes effective upon majority approval.
