Prohibits computerized political telephone calls to residences outside 8:00 a.m. to 9:00 p.m. local time, with violators subject to telemarketing penalties under section 407.1082.

Requires political telephone calls made in Missouri to identify the person or organization paying for the calls, with violations treated as unlawful telemarketing practices.

Creates a Class D felony for caller identification spoofing when a caller knowingly inserts false information into a caller identification system with intent to mislead, defraud, or deceive.

Exempts law enforcement agencies (federal, state, county, or municipal) and federal intelligence or security agencies from caller identification spoofing prohibitions.

Allows authorized callers making calls on behalf of another person to display that person's name and telephone number without it being deemed false information.
