Authorizes specific Missouri counties to enact nuisance abatement ordinances addressing conditions like rubbish, derelict vehicles, broken furniture, and overgrown weeds in residential areas.

Adds a new category (subsection 11) allowing counties of the first classification with populations between 260,000 and 300,000 inhabitants to enact nuisance abatement ordinances.

Requires nuisance abatement ordinances to include inspector duties, notice procedures (personal service, certified mail, or publication), and a hearing before the county commission with at least 10 days' notice to affected parties.

Permits counties to remove nuisances if owners fail to act within 7 days of notice, with removal costs added to property tax bills and collected like delinquent taxes, creating a lien on the property until paid.

Excludes agricultural structures, agricultural operations, and railroads regulated by the Federal Railroad Administration from nuisance abatement ordinance provisions.
