Repeals and replaces section 70.441, RSMo, regarding regulations for the Bi-State Development Agency's public transit system.

Establishes $50 reimbursement requirement for persons convicted, pleading guilty, or pleading nolo contendere for fare evasion on Bi-State Development Agency facilities.

Reimbursement must be paid in addition to unpaid fares, fines, penalties, or sentences imposed by law, with proceeds directed to the agency.

Maintains existing misdemeanor penalties for fare evasion violations: $25-$250 fine for first offense and $50-$500 fine or up to 60 days imprisonment for subsequent offenses.

Preserves comprehensive rules governing conduct on agency facilities and conveyances, including prohibitions on weapons, loitering, trespassing, and unauthorized entry.
