Prohibits any person with a substantiated report of child abuse or neglect on the child abuse and neglect registry from being a candidate for school board member or director in any Missouri school district.

Prohibits any person registered or required to register as a sex offender under sections 589.400 to 589.425 from being a candidate for school board member or director.

Requires all school board candidates to file an affidavit attesting they do not have a substantiated child abuse or neglect report and are not registered or required to register as a sex offender.

Makes filing a false affidavit under this section a class one election offense under section 115.631.

Requires sitting school board members to become ineligible to serve at the conclusion of their term if they are added to the child abuse and neglect registry or become required to register as a sex offender.
