Creates the Missouri Qualified Biodiesel Producer Incentive Fund to provide monthly grants to qualified biodiesel producers registered with the EPA and meeting ownership or feedstock requirements.

Eligible producers receive 30 cents per gallon for the first 15 million gallons of qualified biodiesel produced annually, plus 10 cents per gallon for the next 15 million gallons, with no incentive for production exceeding 30 million gallons.

Producers are eligible for grants for 60 months, with an extension of up to 24 additional months if they failed to receive full eligible amounts during the original period due to lack of appropriations.

Producers must produce biodiesel using 100 percent feedstock from the United States, though the director may waive this requirement monthly if adequate feedstock is unavailable.

Producers who sell their facility must repay the state a percentage of received grants ranging from 50 percent (if sold within one year) down to 10 percent (if sold within four to five years).
