Repeals and replaces section 105.456 of Missouri law regarding conflicts of interest for legislators and statewide elected officials

Prohibits legislators and statewide officials from performing services for the state or its subdivisions for compensation beyond their official salary, with limited exceptions for adversary proceedings and public document preparation

Prohibits selling, renting, or leasing property to the state or its subdivisions for over $500 per transaction or $1,500 annually unless awarded through public notice and competitive bidding with the lowest bid accepted

Prohibits offering or promising paid employment to statewide officials or legislators in exchange for their official vote, making such offers a crime of bribery under section 576.010

Prohibits statewide elected officials and members of the general assembly elected to their first term on or after November 2, 2012, from acting as a legislative lobbyist within one year of leaving office
