Allows parents to request removal of children aged 5-7 from school enrollment if they provide written notice citing transfer to another school, health reasons, or belief that withdrawal serves the child's best interests after discussing educational options with school officials.

Defines "home school" as a private or religious-based school with no more than four unrelated students that does not charge tuition or fees.

Requires home school parents to maintain records including lesson plans, student work samples, and progress evaluations, and provide at least 1,000 hours of annual instruction with a minimum of 600 hours in core academic subjects (at least 400 hours at the home school location).

Prohibits state departments and agencies from dictating curriculum requirements for private, parochial, parish, or home schools, and allows these schools to include or exclude content based on religious doctrines.

Establishes compulsory attendance age as 17 years old for metropolitan school districts (unless board adopts lower age of 16) and 17 years or completion of 16 high school credits for other school districts.
