Establishes a pilot program creating nonprofit math and science tutoring centers serving metropolitan district schools, primarily those with schoolwide average assessment scores below 50 percent proficient.

Tutoring centers must employ state-certified master teachers who select and train volunteer tutors, providing customized services during school days, nights, weekends, and summers, with transportation provided for students after sessions.

Creates the "Mathematics and Science Tutoring Center Fund" with an initial appropriation of $300,000, managed by the state treasurer in coordination with the workforce development division and department of economic development.

Allows businesses in science, technology, engineering, or mathematics occupations to donate to approved tutoring centers and retain half the donation's value from their withholding tax, effective January 1, 2013.

Program automatically sunsets six years after enactment unless reauthorized by the general assembly; if reauthorized, sunsets twelve years after reauthorization.
