Repeals and reenacts section 210.1014 of Missouri Revised Statutes to modify the Amber Alert System Oversight Committee's duties.

Requires the committee to adopt criteria and procedures by January 1, 2013, to expand the Amber alert system to provide peace officer safety alerts for locating and identifying persons who have assaulted, injured, or fled from a licensed peace officer.

Establishes the Amber Alert System Oversight Committee with 10 members: 7 appointed by the governor with senate approval (representing sheriffs' associations, police chiefs' associations, and radio/television broadcasters), plus the director of public safety as chair, one highway patrol representative, and one department of health and senior services representative.

Sets committee member terms at four years, with initial appointments having staggered two, three, and four-year terms.

Members serve without compensation but receive reimbursement for actual and necessary expenses; committee shall promulgate rules for Amber alert system implementation subject to chapter 536 procedures.
