Expands mandatory reporters of child abuse and neglect to include coaches, scout leaders, youth organization leaders, youth activity leaders, and any person in official or volunteer capacity with direct contact with children.

Requires immediate notification to division when a mandatory reporter suspects a child has been or may be subjected to abuse, neglect, or conditions that would reasonably result in abuse or neglect.

Clarifies that "abuse" includes abuse inflicted by any person, not limited to those responsible for the child's care, custody, and control.

Maintains exception that children not receiving specified medical treatment due to legitimate religious beliefs of parents or guardians shall not be considered abused or neglected, though investigations may still proceed.

Requires reports of suspected child deaths to appropriate medical examiners or coroners, with notification to the division in cases where death is not from natural causes under medical care.
