Expands the state no-call list to include automated calls in addition to telephone solicitations, with the Attorney General maintaining and operating the database.

Requires political solicitations to clearly state who paid for the message using "This message is paid for by" followed by the sponsor's identification.

Entities making automated political solicitations costing over $500 must register with the Secretary of State and Missouri Ethics Commission prior to making such calls.

Prohibits circumventing caller identification service and requires automatic dialing devices to disconnect within ten seconds after a subscriber ends the call.

Allows residential subscribers to file complaints about political solicitation violations with the Missouri Ethics Commission and permits private lawsuits for violations with damages up to $5,000 per violation.
