Repeals and reenacts section 571.107 regarding concealed carry endorsements issued under Missouri law or by other states.

Authorizes concealed carry endorsement holders to carry firearms throughout Missouri except in 17 specified locations including courthouses, schools, hospitals, airports, and polling places.

Prohibits firearm possession in vehicles at restricted locations only if the firearm is removed from the vehicle or brandished; possession in the vehicle itself remains legal at these premises.

Establishes penalties for violating firearm restrictions: first citation up to $100, second citation within 6 months results in $200 fine and 1-year endorsement suspension, third citation within 1 year results in $500 fine and 3-year endorsement revocation.

Prohibits political subdivisions from preventing valid concealed carry endorsement holders from carrying concealed firearms on trains or public buses.
