Counties must submit one hourly wage rate for each occupational title based on the average of all wage rates reported by at least three licensed contractors or subcontractors.

If a county receives fewer than three wage rate reports for an occupational title, the prevailing hourly rate shall be the lesser of the lowest rate in any adjoining county or the federal Davis-Bacon Act general wage determination.

The department shall consider wage rates established by collective bargaining agreements and rates generally paid within the locality when making initial determinations by March 10 each year.

The department must prepare a report containing all data received by each county and the applicable prevailing hourly wage rates.

The final wage determination becomes effective July 1 each year and remains in effect until superseded by a new annual wage order.
